Food Security and Nutrition (SAN) consists in the realization of everyone's right to regular and permanent access to quantitiiy and sufficient quality food without compromising the access to other essential needs, based on health promoting food practices that respect cultural diversity and that are environmentally, culturally, economically and socially sustainable. This theme became part of the political agendas in the world that Mozambique ratified after its participation in the World Food Summit held in Rome in 1996. Although there are public policies and food security and nutrition programmes, for over a decade in Mozambique, food insecurity rates are in a certain manner still high in the country.This study aims to describe and analyze the process of formulating public policies along the main phases of the development process in Mozambique, taking into account the role of external donors and also analyse the Food Security and Nutrition Strategy in Mozambique (ESAN) in its two phases of implementation seeking to understand the intricacies of their design antecedents, ideas, interests and authors involved. The research is qualitative and consists of the analysis of articles and books to the theoretical framework and documents that instituted the programs and strategies
